White House emergency declaration omitted some Louisiana parishes

On August 26, the White House issued "Statement on Federal Emergency Assistance for Louisiana", which contains a list of parishes. However, it only lists 39 of LA's 64 parishes, and the ones in the south aren't on the list, including Orleans. Here's a full list of the missing parishes.
Can anyone explain this?
This page includes a map and the news that he hasn't been able to find an answer either.
The DUmmies point to this LA press release, saying that it has a list of the missing parishes. However, at the present it has no such list. Google's cache is too recent. This page from 8/26 seems to have an original copy of that press release (No. 48 KBB 2005), but there's no list there either. So, either they're mistaken, or Blanco's proclamation has been modified since being issued. I'm almost certain that the first explanation is the correct one. However, I do note that some of the post numbers on LA's August press releases have gaps, which could be explained by their CMS assigning numbers to non-press releases or similar.

In the meantime, I noticed last week (wow, has it been almost 2 weeks already?) that the federal disaster declaration was focused on entirely the wrong parishes, but other events overshadowed the importance of that little tidbit.

Gov. Blanco's 8/27 request for a disaster declaration included not just the affected southeastern parishes, but also parishes that would be impacted by evacuees along the I-49 (Lafayette to Alexandria to Shreveport) and I-20 (Shreveport to Monroe) corridors.

They don't. But that's because somebody is playing games. You will note that the WH press release is dated Aug 27. It is announcing a Presidential proclamation that is in response to Governor Blanco's request of Aug. 26.
The document you linked to, supposedly Blanco's request, is dated Aug 28. That document on the Governor's web site has replaced an earlier, very similar document dated Aug 26. The Governor, or the Governor's staff, is playing some "Winston Smith" games with that document.
Days ago, I compared the list of parishes in the two documents. They were identical. I remembered noting at the time that Blanco's request did not mention the parishes of Orleans and Jefferson. I thought that odd. But it was clear that the WH staff had simply cut and pasted the list from Blanco's letter.
Somewhere out there, somebody saved a local copy of the pdf from the 26th. I intend to find it.
